City-Wide Resurfacing. The project includes milling, temporary traffic control, asphalt paving, thermoplastic striping, manhole adjustments and associated tasks.
Our strategy was to use 2017-2018 TSPLOST funds to focus our resurfacing efforts on the heart of the City (downtown) and extend future efforts to its extremities. In doing so, the implementation of the Downtown LCI Project, would have a more meaningful impact on the revitalization of FairburnÆs Historic Downtown.

The project includes grading complete, temporary traffic control, installation of sidewalk, driveway reconstruction, installation of handicap ramps, curb & gutter installation, header curb installation and associated tasks.
The is the first TSPLOST Pedestrian and Bike Improvements Project. The objective was to install new sidewalk and handicap ramps at various locations throughout the City that were currently not served with pedestrian facilities. The project also proposed connection to existing pedestrian facilities in the area. The project's purpose was to improve safety by providing a safe means for pedestrian to walk downtown to access various services and amenities. The project also provided pedestrians a safe means by which access to the newly renovated Clarence Duncan Memorial Park.

This yearÆs project we again focused our resurfacing efforts on the heart of the City (downtown) in preparation for the implementation of Downtown LCI Project and extend future efforts to its extremities. In addition to areas in close proximity to downtown, this yearÆs project list also contains other priorities and cooperative efforts identified by Staff.
The Invitation for Bid (IFB#18-006, Roadway Improvements on Various City Roads) was advertised on May 16th. The bid opening was bid opening date was June 15th, 2018 at 3:00 pm at which time the four (4) bids were opened and read aloud. After completion of the bid evaluation, it was determined that Baldwin Paving Company, Inc. was the lowest responsive and responsible bidder with a bid price of $2,289,810.12.
